The immanent collapse of the Soviet Union prompted talk about the potential savings in defense expenditures made possible by the end of the “Cold War” — a multi-billion dollar barrel of brand new pork politiains labeled the “Peace Dividend.” Although the purposes to which they want to put this windfall are wrongheaded, they have actually greatly underestimated its size. That is, if we were to simply confine our defense expenditures to providing for our own defense.
