Illegal drugs are responsible for most of our social problems. But it’s not so much the drugs themselves as the fact they are illegal that is the cause. Amidst all the carnage and collateral damage of this second attempt at prohibition, the bitter irony is that the one thing the “War on Drugs” has not done is stop drug abuse.
