Proceed from the premise that the federal government should be strictly confined to its constitutionally authorized functions and a balanced budget emerges effortlessly as a happy byproduct. Although this proposed deconstruction was done more than two decades ago, the concept remains unchanged — while the urgency of the situation has become overwhelming. In fact the current federal deficit is equal to what was then the entire federal budget!
